I've taken jobs when I've obviously been the second choice. Or sometimes they have competing offers, and ask for little things ('I want this specific computer' is a good one) to keep the door open. But sometimes you get a candidate with an innate need to negotiate anyway. On the hiring side, I try to make my first offer better than what the candidate asked for so that we don't drag out negotiations - and so I can cut people loose.
